You make me think of a detail I hadn't consciously considered; I think of serial killers in an apolitical way instinctively. But I absolutely agree that serial killers with a political agenda are terrorists, and Ted Kaczynki clearly fits that definition. But because he is a terrorist, I didn't think of him as a serial killer, though I probably should.
