This Doesn't Need to be This Hard

So maybe I *didn't* need to spent $64 to send the marriage certificate because maybe they don't need it. Except maybe they do? But maybe it needs to have an apostille? (My resonse to that, prior to asking Google, was what the hell's an apostille?) Or maybe the certification from the county clerk is enough? Maybe it doesn't need to be an original?

The person who is giving Miriam instructions on this is useless and is making me angry.

As best as we can tell, it must be legalized (given an apostille) in the US before going to NL, even if it's an official, certified copy, so we probably wasted $65 sending it yesterday. I don't think the person advising Miriam knows the difference between certification and an apostille. Since that's their job, they probably ought to...
