Tech Support?

My current machine has 2GB of RAM. Is it worth spending $40 or so to upgrade to 8GB, or does Windows XP *really* fail to address more than 3GB as I remember 'knowing' when I was in tech support.
My system will actually support, in theory, up to 128GB of RAM. It's a big old Precision T7400 workstation. It's even got the daughter board for additional memory. But if I need to buy a new OS to use that new RAM, things get complicated.
I also wonder if it's worth buying a second CPU to put into the empty socket, or if I should maybe just think about buying a new computer.
