Question About Question Marks

I just submitted an inquiry through the Saskatchewan Health Services website. The form strictly prohibits any characters other than alphanumerics and periods. That includes question marks. After trying to figure out what the heck the system didn't like in what I wrote, I replaced my question marks with (question mark). Oops! That doesn't work because it won't allow parenthesis! So I tried -question mark- and that worked.

Who designs a system for people to submit questions and *doesn't allow a question mark*?

I've come across websites that also don't permit accented characters - in a country with official bilingualism.

I don't know how I'd cope without diacriticals!
