Apartment Mold

Have you worked with anyone who has made a decision about what the problem is before doing any examination of the problem?
The maintenance guy said that the humidity in our apartment is too high and we may need to run the bathroom and kitchen fans 24 hours a day to prevent this kind of thing from happening.
Ignoring the fact that that would be a major problem in itself, the relative humitidy in our apartment is typically in the 30% to 40% range, despite us running a hunidifier constantly. We have hygrometers in multiple rooms as part of managing Miriam's symptoms. I showed him the one in the living room that was reading 31% when he was here and it made no impact on him whatsoever. He'd already made up his mind.
He's going to treat it with bleach and a mold inhibitor. Meanwhile, Miriam is going to write the apartment managers and let them know what he said and that it is *definitely* not humidity.
Personally, I think it's from water infliltration during a warm span that melted a lot of ice and snow. I haven't seen it getting any worse since then, and if it doesn't recur while we're living here then I don't care what the problem is. I did my part in letting them know. But I do want to make sure the management folks aren't going to blame us.

He didn't replace the water heater.
