This kind of thing outrages me. Good for her for not being willing to produce ID and feed into a culture of racial assumption and discrimination.

In short, as Wikipedia summarizes, "While Wisconsin statutes allow law enforcement officers to "demand" ID, there is no statutory requirement to provide them ID nor is there a penalty for refusing to, hence Wisconsin is not a must ID state."
Looking at the statutes myself, that seems really unclear. I'm going to talk to my brother the lawyer about how this would be likely to work out in practice were I to be questioned and decline to produce ID.
