My translation is not going to win any awards, I assure you. But,
"By agreement of the local authorities and autonomous municipalities, passage [the act of transit] of illegal vehicles and planting (?) of drugs, and assaults are prohibited." (I don't understand some of this.)
"You are in the territory of the Zapatistas in rebellion. Here the people command and the government obeys."
